Herra Pekka Wilho Wäänänen on länään olettu Kuopion Kirjaup Yhdistyksen jäseneksi Kuopio, 1 (?) penä Syys kuulu 1899.
Lauri Lyytikainen (I think) and under that signature it says Puheenjeht__ja.
And there is another signature, too messy to make out, with the title Sihteeri.

This Pekka Wilho is my grandmother's first husband, who died very young in Oregon.

That's a membership card (jäsenkortti) of Kuopio Printers' Association.

Mr Pekka Wilho Wäänänen has got membership on 1(?) of September 1899.
Signed by chairman (puheenjohtaja) Lauri Lyytikäinen and secretary (sihteeri).

Not a direct translation, more an explanation.

Thank you! That makes sense. He was working in Clatsop, Oregon when he died. It was a paper called Workers' World or something like that.
